Inspector Dragon Ma of CID, he has lovable character although most of the times he talks too much but does too little. One night, Ma saves beautiful Julia from a robber. She was his old classmate. So she takes him to a class reunion. Ma meets Yu Yu there, who's Julia's superior officer in the Land Department. Soon, Yu Yu is killed by hired hit man Peter. CID assigns Ma to take over Yu Yu's job to help the probe. The investigation is handled by Shek who hates Ma but loves his sister. Now Ma has power and Julia becomes very friendly.
